This is an original title card background from the end credits of the MGM Studios production of Dance the Weed (1941). The overall measurements of the piece are 10.5" x 13" and the image itself measures 9" x 12". The cel is a recreated cel, hand-painted based on the design of the original title card cel, and it has been paired with the original production background to create a stunning piece of animation history.
